This 22 year old wouldn't know how to handle an emergency such as what to do if fire broke out, gas leak, carbon monoxide, etc..... He does receive SSI/Disability and I thought that in order to receive that his parents had to sign papers showing they are fit to take care of him.

If this is the case, you can contact the Department of Health and Human Services and speak with someone in the Elderly and Adult service division. You can call anonymously and report this situation.

They can investigate the situation and treat it like they would for a for a child being neglected. People who are elderly and with disabilities are also protected.

He probably shouldn't be left alone. Many people with Downs Syndrome are intelligent enough to learn simple things like how to dial 911 and call the police, work simple jobs, and some even drink beer..... but if case isn't mild, then the parents of the young man in question should care enough to have someone there with him at all times.

If he can't function at a level to handle an emergency, then no, he should not be left alone.
You should report this to your local department of human services, or whatever it is called in your area.

He is of legal age. I think legally it is okay, but it is not a good idea. If anything happened, the parents who left him alone would be the ones responsible.

Yes. He should be treated as a minor. The parents are responsible and should be held accountable.
