who for a couple years will not pay up or prove that an original certificate of deposit which i hold original of has been cashed in, they are giving me a run around

Contact your State Department of Banking and Insurance.

Call the bank & ask them who their federal regulator is - it will be either FDIC, OCC (office of currency comptroller), Federal Reserve Board, or OTC (Office Thrift Comptroler) .... then go online & do a search for how to contact that entity.

Certainly the DFI in your state - the Department of Financial Institutions could direct you to which entity regulates which bank if you'd prefer to not call the bank and ask.
