Yes, you can use a wet sponge on spackle or dry wall mud. Gently rub the spackle, let it dry and repeat the process.

I personally would sand it with rough sandpaper, like 40 grit, coarse nasty stuff.

When applying the spackle wet, I would use one of those wide bladed putty knifes. You can get the putty really smooth and flush that way.

If you wet the spackle, you will need to let it fully dry before sanding it. Plus, if it's bulgey, you'll get it smooth, but it'll still be bulgey.
