do you mean a polyp on your cervix? If it is a cervical polyp, this can usually be removed in the ob/gyn's office without surgery. it is a quick simple snip and is usually painless. Cervical polyps are in most cases benign tissue protruding from the cervix. The removal of a cervical polyp shouldn't weaken or cause future incompetent cervix as your doctor isn't actually cutting or doing anything to scar your cervix.

However, if you are going in for actual surgery for a cyst on your cervix than this question would be best answered by your surgeon as only they know how complicated the surgery will be based on your personal case.

Any time you manipulate the cervix it can cause problems. It may not make it incopetent it may cause scar tissue and make it harder to dialate once you are pregnant so ther are 2 side of the coin on this one. Good Luck and always get a second opion when you are having any kind of surgery and make a list of questions to take to the doctor, they really shouldn't mind answering them for you and if they do or blow you off then question answer new doctor wanted.
