Cedar and Pine are TOXIC to reptiles, small animals, even humans. The phenols cause respiratory problems and enlarged livers.

Impactionis where the animal swallows some bedding and it becomes lodged in the intestine and the animal cant poop and needs to have it surgically removed.

Impaction is basically when feces do not pass correctly and harden within the animal.

Wood shavings are pretty poor choices of substrate for tortoises- there are problems with poor traction (which screws up physical development), inhaling the dust (lung and respiratory problems), eating the shavings (impaction), and more.

Better choices for tortoises include pea-sized gravel, clean soil mixes, etc.
