Go to Yahoo Small Business, http://smallbusiness.yahoo.com/services
For $11.95/month you can register your own domain, have Yahoo host it, and build the site with their Sitebuilder software. I have multiple websites with various hosting companies and domain registrars. This is by far the easiest to use. You can find something cheaper, but you will spend far more time with a cheaper alternative. A site I just built through Yahoo Small Business for instance is http://www.tallyseek.com. Took all of about 4 hours to pay for it, build it, and have it live. Will take you more or less time depending on the complexity of your site.
