Time has been studied by philosophers and scientists for 2,500 years, and thanks to this attention it is much better understood today. Nevertheless, many issues remain to be resolved. Some of these issues will be resolved by scientific advances alone, but others require philosophical analysis.

The time of Creation of the universe was comparatively short .
It was almost instanteanous relative to the time that existed before the big Bang. And the Universe did not neccessarilly have to be created out of a Bang. It could have been a quasi infinite number of whirlpools. (that is space twisting which is more like a magnetic phenomena) .
So there are a numerous number of permutational possibilities how the Universe could have actually been Created.

Around 13.7 billion years ago, give or take 400 million years. That comes from a weighted fit of pretty much all data in observational cosmology.
