What do you call those "cone" shaped collars vets usually put on an animal to keep it from licking/scratching a wound? And where can you buy them?

E-collar...short for Elizabethian Collar. You can buy them at the vet or at PetSmart.

They are called Elizabethan collars, or e collars for short. I know Petsmart sells them, as do most vets. A lot of vets also carry Bite Not collars, which are a rigid piece of plastic that goes around the dog's neck. He can still see forward, and can easily eat and drink, but he can't turn his head back to chew on whatever part of his body. These work for almost everything except injuries on front legs. Call around to your local vets and see if anyone has them. Good Luck!!

Petco also carries them if you are in a hurry. If you don't have either store in your town, you could see if your vet would give/sell you one.
