can can i treat an external infection from a wound on a turtle

Not adviseable as you do not know if there is any infection and you will probably need a course of antibiotics.

Sure, as long as it is fairly small. Prepare a 'dry hospital tank' (clean, dry, warm but not too hot tub or tank with no water. Should have good lighting, hiding places, etc.)

Clean the wound as best you can and treat with betadine or anti-biotic ointment and keep the turtle dry for about 20 hours after treatment.

Let it swim (in a very clean tank), eat, defecate, etc. for about 4 hours and re-treat.

Once the wound starts to heal, try A&D Ointment to help speed actual healing.

it would depend on how serious the wound is
if it's minor, then you can clean it out and apply
antibiotic ointment, keep turtle in clean dry bed
apply medicine daily as needed
