never heard of it but here are the official rules though people play different versions of it

There are many versions of the game, but the basic rules tend to be fairly consistent. Rule variations typically involve limiting how many times a single gift can be stolen throughout the game or during a particular turn, and/or limiting how many steals can happen during a turn. Other variations include the suggested monetary value of the gifts, as well as a suggested theme for the gifts.
What follows is the most common variant of the rules:
The gifts
The party's gift theme can be anything you want, and should be determined beforehand.
The value of the gifts to be purchased should also be determined beforehand.
The gift should be wrapped or sealed in a gift bag before arriving to the party. If a gift bag is used, the gift should be wrapped inside if possible. This ensures each player has something to unwrap or open.
Gift cards/certificates are not acceptable.
As guests arrive to the party, the gifts should be placed in an area where few people can see who brought which gift. All efforts should be made to hide who brought which gift.
White Elephant Rules
Items needed
Each participant will provide a wrapped gift..... 'value not to exceed $25.00.'
Upon arriving to the party, you will place your gift in the designated gift area.
You will draw a slip of paper with a number on it, to determine your position in the turn-taking order when the game gets started.
How to Play
On the first turn, the guest with paper slip #1 chooses a gift, opens it, and sits it out for everyone to see.
On the second turn, the guest with paper slip #2 gets the choice of "stealing" #1’s gift or choosing a new gift. If #2 steals #1's gift, then #1 must choose and open a new gift.
On the third turn, the guest with paper slip #3 gets the choice of "stealing" either #1’s or #2’s gifts, or choosing another gift and opening it.
Turns continue
The turns proceed until all gifts are chosen and opened. If your gift is stolen you must open a new gift.
A gift is considered "dead" once it has been stolen 6 times.
"Owners" of "live" gifts must keep them visible.

I"m not completely sure what you mean by round.

If someone chooses a gift that has already been opened, then the person who lost their gift can pick another gift to open or pick a gift that has already been open. There isn't usually a limit on this (ie, if 2 people before you have chosen a gift that is opened, you have to chose one that is unopened).

However, there is usually a limit placed on how many times any one item can be traded (otherwise it could go on all night). We usually say no item can be traded more than 3 times.

I have never heard of that but my family plays a fun one.
You put all of the presents in the middle and everyone gathers around them. Two people, across from each other, each get a dice. If they roll a one or a six, they get to pick a present from the pile, and then pass the dice to someone else. This round goes until all of the presents are gone. Round two starts off like round one, but it is timed. Say 2 minutes or whatever. This time, whoever rolls a one or a six gets to steal a present from whoever they want to. At the end of the game, you keep ever how many presents you have stolen. It is a fun game. Sorry I didn't know anything about yours, though it sounds kind of similar. HAPPY HOLIDAYS!!!

We do a gag gift game in my family. Each person brings a wrapped gift, and we put them in a pile in the middle of the room. Someone reads "Twas the Night Before Christmas." Each person has been given one of the main words in the story--it's okay if more than one person has the same words--like "Christmas," "snow," "night," "stockings," etc. When you get to one of the words that someone has, they get to grab a gift. When a person's word is repeated, they can either keep the gift they have or swap with someone else (we usually make people wait till the pile is gone before swapping). At the end of the story, we go around, and each person unwraps their gift. It's a fun way to do it. Oh, to make the reading easier, I have a printed out copy of the poem, and I highlight the words that I have passed out to people, so I know to pause and give them time to grab a gift.

I played a game similar to that but you drew a number...the first person got to choose a gift and just hold on to it...then the next person could either choose another gift or take the one the first person took. If they took the first persons gift then the first person picks a new gift. It keeps going on like that until everyone is happy with the gift they took. Then you open them.

The one time I was a part of this, three times was the max that a gift could be swapped.

You can only have the same gift 2 times, we play this at our family Christmas! Merry Christmas
