The publisher has the ultimate responsibility for all aspects of the magazine -- editorial, advertising, circulation, web site, ancillary products.
The chief editor (may also be called editorial director, editor-in-chief, executive editor) is responsible for the editorial department of one or more magazines, including hiring and firing of editorial personnel, planning the editorial calendar, and generally planning which way the magazine will go. This is the big picture person.
The managing editor is the detail person: planning articles, making assignments, setting deadlines for individual stories, working with staff and outside contributors, and getting all the pieces for each issue to come together in a timely manner so that the issue gets out on time. This person works on only one magazine.
