Honorable for either a former senator, a former congressman or a former Judge. In a letter: Honorable xxxx x. xxxxx (Ret.) is the proper salutation. Sir works face to face.

Depending on how you are addressing/introducing them but Senator, Honorable are good and safe. :)

depending on what government do you had... !!!! in our country we address them to their real name (no honorable) because we are the government not them we, the people are to be called HONORABLE.....!!!!
