I want to scan and put 200+ old photographs on to discs for sending to relatives around the world, I understand there is more than one format in use.

What format (if any) will work in all regions?
Should I use DVD's and if so exactly which ones OR
Should I use CD's and if so exactly which ones?

What is an idiot (me)proof software to use?

I have two drives a DVD-Ram Drive E:) and a DVD Drive D:) and XP Professional Service Pack 2

As you may have guessed I am a complete NEWBIE

CD is the easier and cheaper , and you will need a burning programme, and copy in JPEG format , it is one of the more used formats, first of all copy all the photos into a folder just for that, once you have finished burn ( copy ) them all to the CD with you burning software, if you have not got any then see if you can down load Nero from the net.

CD is better as almost everyone has one. Remember that cd's and dvd's have a shelf life of about 25 years they are not forever.

The software that came with your scanner is fine just save them in the jpg format and you will be fine

If you want to send high resolution TIF Images, you may require a DVD. Incase you are planning to send JPEG images, you may require only a CD.

Use ahead Nero to burn your Discs. All DVD players JPEG will support the CD or DVD.

why not make a copy of both with a cd and dvd
