The number underneath the 3 Lions relates to when they received their England cap - so Michael Vaughan was number 600 to receive an England Cap. See the link below as to who is what number.
In terms of the numbers on the back of their ODI shirts - the players get to pick their own.

They represent the number of player for England - so if someone has 300 on his cap, he was the 300th player to be selected to play for England.
It is a fairly new invention, that a lot of other countries seem to be adopting (I think the Australians did it first). Finding number 1 would be quite hard, as I don't know how you would rank the first 11 players in the original Test team in any order, unless they did it by batting order, but would be interesting research. Maybe the England and Wales Cricket Board at Lord's could help.

The numbers correspond to the number in line they have been selected. the first 11 players to play for England would have been no.s 1 - 11. The next player selected would be number 12 and so on.

It's difficult to explain so keep with me - it's when they became pro, so whoever the first ever cricketer was to go pro they were 1. So for example Andrew Flintoff if number 6 hundred something something so he is the 6 hundred and something something player to play pro for England. Sorry it's a bit of a crap answer but that's as best as i can explain it.

315, 315th player to have played for your country.
Not sure what the number's up to at the moment, but a
better question is, 'Who was number 1, the 1st?'
