I know you are not looking for a philosophical answer, but I'll give my 5 cents...

An alcoholic is a very subjective term. There are medical definitions, but commonplace reference involves someone who can't handle a day without some sort of alcohol. But, you know, this is stigmatized in North America, but not in Europe!

French are known to love their wine with dinner, Czechs and Germans love their beer. In fact, in Bavaria beer is taxed as food and not liquor! And drinking 2-3 beers a day is the same as drinking orange juice in US.

But on a serious note, I do believe that RUSSIA might take the cake for the highest # of alcoholics. I can say that, I was born there :) For the majority, the lives are bleak, alcohol is a sort of escapism. It starts small and grows into a problem before you know it.... Too sad really.
