Look to get a copy of a program called Microsoft FrontPage. This is a good tool for new people to web development.
If you have the time, check out some tutorials on HTML at www.w3schools.com. Click on "Learn HTML" and go through the simple tutorial a couple of times. You'll get the hang of it after that.

if u wanna make an amateur websiite, use http://www.geocities.com/ or Google Web Page Maker
for a more professional site, use Microsoft FrontPage. u'll need a web browser, and for complex sites u'll need supports for JAVA (see website of Sun Microsystems) and XML (supported by IE)
