Right now when I scroll down or up it goes really slow, like its lagging. How can I make it so it does it fast?

On your mouse properties you should be able to increase the scroll size. You can access it from your system tray or through the control panel.

First off, make sure that you have an updated computer. How old is it? You can also try adding more memory (maybe 256MB). Also, trying to download some spyware cleaing programs like SpyBot and scan your computer frequently. If you have programs running in the background, it could suck up all your resources.
Also, what type of video card do you have. You might want to upgrade that as well.
You can also try going to Start Menu > Settings > Control Panel and then click on the Mouse icon and adjust your speed there. It still might run slow if you have problems with what I mentioned above though.

in the control panel
go to mouse setting
then open mouse setting
then there is a tab called scrolling
ther eyou set up the scrolling speed

GO into your computers control panel and click on mouse.
then change the motion settings. Yous should see a tab or button for scroll speed.
