All it means is that the new band is redoing the old band's song, nothing more. now if they were to do only the old band's songs and dress like them, that makes them a tribute band.

a cover is when a new band plays a old song and gives it a newer sound some bands can pull it off and some just ruin the song

They like the band/song and the band knows that by covering mainstream songs, people would like the song too and 'dig' their style of playing it. They would then remember the band...

Usually it means they are out of their own ideas, however, occasionally it means they love a song and want to put their own twist on it. If they do cover someone else's song, they should make it their own sound (think of how different Metallica's "Turn the Page" is from Bob Seger's version).

They like the song, so they use the same lyrics, and usually the same beat, but change it up a bit. They may make the tempo faster or slower, or maybe change the chorus rhythm guitar etc.
Usually makes people mad, but I think the bands who cover songs make them better.
