Try a local fancy dress shop, a shop such as Disney Store, or you could try making one using an old green t-shirt, a black belt, Green tights, an old father Christmas hat that you have customised to make it look more like an elf's and attatch buckles to your shoes. It shouldn't take that long to customise if you chose the latter.

The best selection of fancy dress anywhere is at Angels in London - not sure how small the 'elf' is but they have this http://www.fancydress.com/shop/product-view/159643?category%5fid=108 among other options, and can mail order if you're not in London.

http://www.sparklingstrawberry.com/index.php?cPath=2 sells many costumes. They have quick service. You have to buy though - not rent. You could probably put the costume on eBay when you don't need it anymore.
