It could be that the impeller in the pump is stuck, although the motor receiving the electric charge it cannot turn and that is why it gets hot. In this situation the pump will need to be replaced.

Alternately the systenm could be so low on water that it cannot form a circuit and although the pump is working the water in the pipe is not flowing around the system.

If this is the situation, first look in the loft or where ever your header tank ( the small tank) is and make sure the ball valve arm and float travel up and down freely. Then you can release the air vent on the each radiator and let the air out (vent or bleed the system)closing it when water appears. This should be done by starting with the lowest radiators in th ehouse and working you way around wach floor before starting the next floor. It should also be done with the pump and heating system switched off

The pump is stuck, on most pumps there is a large screw in the end opposite the pipe connection end take precaution for dirty water dripping and remove the screw. Using a small flat end screwdriver place in the screw hole and turn the shaft if the power is on to the pump it will most likely start if not, once the shaft turns free switch on and it should run. Replace the large screw and it should be OK now. If this dose not work then the pump will need replacing.

That would seem like a valve needs to be checked soon. the heat is not flowing correctly, or not at all. Start from the boiler and start following the pipes, either you have a valve closed or it's stuck.

try bleeding your radiators they should have a small opening at the top where you fit in a key and turn gently till you feel your radiators heating up very small amounts of water will escape during this but nothing to worry about

It sounds like you need a new Pump.

try bleeding the radiators maybe there is air trapped in the system
