When someone drowns, their bodies cells are saturated with water...are as are the lungs, the weight of the water makes the body sink. When decomposition occurs, the gases given off will float the body back to the surface. As far as time goes I'm not sure. As far as I can remember from a programme on discovery about 18 to 24 hours. The body will decompose faster in the water and bloating occurs.

It depends on the force with which the person falls. Initially the gravity force+falling force of the person acts and then, at one point, the buoyant force starts acting when it balances the other opposite forces. And then, it starts acting independently when no other external force is applied(if you are controlling your breathe).
