It is the element of RYTHM. we have natural predispotition for rythm as human beeings. The human body functions with rythm as well, and that happens involuntarily also. as human we breath in a steady rythm, we don't control it it happens naturaly, our heart is beating also in its own rythm, again you don't tell your heart to beat. we are naturaly inclined to rythm.
So, when a human beeing hears music even though it might be a small child, the child preceives the sensory stimuli, which is music, the brain processes this information, and it recognizes a steady rythmic pattern. And since rythm is an aspect of human body, then the body tends to adopt to this rythmic patter it perceives, and the child starts to move its body accordingly and dance!
that is why it is said music is a universal language! melody and rythm is beyond the cultures!

Music movement is an inherent primitive instinct. Humans have a intuitive inborn natural desire to sway to music. Music reaches the inner soul and inspires the body to move.

Maybe because in the mother's womb, SHE swayed to the music. I still sway to music, and have found myself swaying when in conversation with other people.
Mothers holding babies OFTEN just stand there 'one foot to the other' and it can be catching!
