Turn off all the power to the heater on the electrical box, this may interrupt something else but, you'll have to live with it for now. You'll have to find out what happen to cause the fire and correct it. If you can't hire someone to come in but, it needs to be checked out professionally.
Do not, put anything like perfume on it to take the smell away, perfume contains alcohol and can burn fiercely. Contact your insurance agent in the morning immediately, he/she will want to examine the area, hope you haven't any "Jerry rigged" apparatus around that caused the fire, it could delete the policy.
You may also have to call the nerest fire inspector for the insurance so, don't be to quick to clean up, they may require everything to be left as is. Good luck.

make sure the hot water heater is turned of at the power board. you must make sure that the fire is really out. if you can spray perfume or some thing around the house.to help get rid of the smell open a window and put a fan facing at the open window and blow the stale air out. not much fun at 4am. but the best i can offer. good luck.

switch the power to the hot water heater OFF & the water to. it it will then be safe till morning then you can call somebody to repair/replace it
the smell you will have to put up with
