actually, i need you guys to agree with the arguementative statement above because i need some ideas to add to my speech in our debate this coming friday. i know its kinda hard but please, please help me! i need some ideas about this:

Juvenile delinquincy must be reduced by increasing the penalty for violators. Many youths are committing crimes because they know that they will bot be imprisoned but will just be rehabilitated under the supervision of the Department of Social Welfare.

Hmmm......... maybe because it wouldn't work anyway. Or because incarceration of juveniles would cost the country too much money because there are so many of them. And another point would be that once they were incarcerated, they would learn worse things from their fellow inmates and come out worse people then they were before.
