No. I don't need to look to be aware that it's there, nor do I get turned on by a stranger's clothed body parts.
I would think it's incredibly crass and objectifying to pay attention to below the waist of a man. Quite similar to how ridiculous it looks when a man can't see above a woman's breasts to her eyes or the fact that she might have some intelligent thoughts in her head.

I do not know if tight clothing on males makes ones sexual anatomy smaller or prevents it from growing to its full potential. I have not done the research on that subject. Have read about males that wear tight briefs could have a lower sperm count, but do not know the truth in that. I prefer wearing shorts and t shirt. That is the florida southern in me. I wear shorts most of the time with out underwear on, free balling/going commando. Love for it to hang on its own weight, so my sac hangs low. But I must be careful when out in public cause most of the time when I sit down or squat my sac may try to peek out of the leg of my shorts. So I automatically adjust before doing so.

I once had a teacher who wore the tightest golf pants ever in history known to man. He had some serious male "camel toe" and I vowed never to look down that far again. It scarred me for life and on top of it, they were yellow and neon green plaid. I have never ever looked passed a man's torso after that day unless I was getting naked with him of course. And getting naked with him was absolutely out of the question if he wore golf pants or tight pants...

For the most part no. Of course if they have tight ieans on then its just funny. But I mean why does it matter. This might be though because I have a boyfriend I love to death, so why look at other guys when I have his?

I always look at the package, quickly followed by the butt - the tighter the better (the jeans and the butt)...
