I am not very sure if anyone considers England a socialist country. The country does NOT have any communistic traits. Who told you?

Because they have what is called a welfare system which provides support to people in need. They also believe that everybody is entitled to health care and education regardless of their ability to pay. These were originally concepts of the Labour (socialist) party but are maintained, against their best wishes, I'm sure by the Conservatives because they would probably never get voted in if they didn't.
