FAO Ilovemarmite - the character is Mr Spock. Dr Spock is a famous paediatrician - big difference.
FAO pilgrim - 7 of 9 was from Voyager not Next Gen
My fav was Jadzia Dax from DS9. I think she had some of the best storylines of all the characters from Star Trek

They are :
-Mr. Data from "Startrek, The next generation".
-Seven of Nine, from "Startrek Voyager".

Oh dear, oh dear, oh dear - what a difficult question. These progs rate among my fav of ALL time, and you ask which of all the series has the best character. Oh dear, oh dear, oh dear!
OK, lets give it a go:
Star Trek - Harry Mudd ('cos he outshone 'em all);
TNG - Lt. Worf ('cos of his cultural history and unique approach to problem-solving);
DS9 - Quark (wot a scamp);
Voyager - 7 of 9 (purely 'cos Jeri Ryan's face and figure blinded me to all other characters);
Enterprise - Dr. Phlox (so helpful and 'matter-of-fact');
SG1 - Supreme Commander Thor (so omnipotent, yet so vulnerable);
SG Atlantis - Rodney ('cos he's such a cowardly prat).
But, since you ask for "...the best...character", I'd have to plump for Quark as he had real character in that he was a selfish liar who cheated, stole and had no hesitation in speaking his mind except when even he recognised the need for diplomacy (usually, but not always, when it meant his neck was on the line). Yeah, Quark gets my 10 out of 10.
