It was Eric 'The Eel' who recorded a dire time in the Syndey Olympics. He was from an African country I think.

Eric Moussambani recorded a time of 1:52.72 in Sydney, more than a minute behind the world record for the distance.
He had taken up swimming nine months before the 2000 Sydney Games from a nation (Equatorial Guinea) with only two pools, but the Australian crowds cheered his performance with enthusiasm rivalling that for a world-record swim.

I heard about this awhile ago-he was known as Eric the eel for some odd reason. You can find out about him in theGuinness Book of Records or on the net.
