There can be a couple of reasons.

May be connection is slow.

Check the TCP IP settings too!

There could be Spywares on your computer. Run your Anti-Virus software and make sure that Anti-Virus software is fully updated. Also delete Offline Temprory Internet Files. Open Internet Explorer> Go to Tools > Internet Option. Click on the Delete Files buton, and select the option "Delete all offline content" Click on Delete Cookies also. Also go to Start > Run > Type %TEMP% and click on Ok. It will open a Temp folder, empty this folder. This should help.

Hmmm... please ensure the following:

1. The proxy settings on your browser (Tools->Internet Options and click on "Connections" Tab and then click on "LAN Settings" button for IE) are setup properly.

2. If you're using a firewall, ensure that it is setup such that IE traffic can flow without any interruptions.

You may also try browsing with picures & multimedia content turned off (Tools->Internet Options-> Advanced Tab). This helps with slow connections. See if websites load with this setup (some may load partially).

Your connection is too slow. Opening websites using a phone line takes ages. IE may time out because of bad performance.
