It's supposed to have a shopping/dining/entertainment complex, with a dining room on top of one of the towers. It has recently been home to an exhibit of modern Chinese art, curated by the Serpentine gallery, marking the first time it has ever been open to the general public. There are a lot of planning hoops to go through so I don't know if there is any realistic timetable in place. If they don't hurry there will be problems with structural soundness; there has been some talk of having to replace the towers.
