I WAS IN CAMBODIA AND THIS IS THE NORM. YOU HAVE TO REMEMBER THAT THE LIFESTYLES OF THE POOR ARE CONTROLLED BY "WALORDS", WHO IN FACT PAY POLITICIANS TO KEEP IN BUSINESS. THESE "BABIES" ARE USUALLY SOLD INTO PROSTITUTION BY THEIR OWN FAMILIES. WHAT CAN WE DO? CONTINUE SHOWING THE WORLD HOW THE CHILDREN OF THE WORLD ARE BEING ABUSED, AND MAYBE SOME OF OUR POLITICIANS WILL DO SOMETHING WHEN THEY GO TO THESE "SUMMITS" THAT WE PAY FOR.

Because of this stereo typing an old man can't even smile at a baby without someone thinking macabre thoughts. You have to remember 99.999% of old people are just nice people.
Its the 001% that you hear about that give us the perception that all old people are pedophiles.
But then again if your talking Cambodia here then it probably is. And if i thought for a second that something nasty was going on or about to happen I would probably kick the old codger in the Knackers!

First I assume by your context that this man means to have sex with this girl. So to answer your question, I wouldn't do anything. If you go into a foreign country you have no right to tell them they're wrong. That's what Americans do. They go into countries and say "no it's not done like that" and ruin everyones lives. But I digress. My point is, even though you wouldn't agree with what you were seeing, in Cambodia that may be considered normal and as a visitor in a foreign country, you can't interfere with their lives.

Few possibilities.
1) The old man might be attempting to rape or force the girl into prostitution or whatsoever,because I've heard before that countries like Vietnam,Cambodia and Thailand has rampant child prostitution. So beware.
2)Or otherwise,the old man might be her father. So don't think too much.
3)Or her grandfather,duh.

Cambodians are good people, there were more irresponsible adults in other parts of the world than Cambodia. Check at your backyard first.

It would depend on a lot of things, such as his behavior towards her/was he touching her inappropriately, etc.
