Corporateland will paint a beautiful picture hand wrapped on the necessities of what they do for you...but there's a phrase you don't hear anymore...it's called Captain of Industry...it's not spoken because it doesn't exist anymore...no one is take charge..."human resources" used to be called "the personel department"...human beings aren't a simple resource like fuel...there is no importance in this...except to line ones pocket in my opinion...

I think it's important to have someone that is in charge of staff relations and training that can advise on employment law and discrimination policies and is there to allow recruitment and retention but this can all come under the scope of manager in a smaller company.

she or he's the guy who handles the staff (human) factors of any given entity. he will take care of their preparation, progression, motivation and so on. she or he isn't a workers manager or preparation manager , he/she are better than that.
