The best way to learn any language is to match yourself up with a tutor who is a native speaker of the language you want to learn and is of the opposite sex. There does not have to be any romantic chemistry, but people learn languages better from people of the opposite sex because they tend to watch their lips more. Concentrate on conversation about things you want, learning from books and doing drills and exercises is simply ineffective.

First, are there many English speakers arournd you, if yes, this is a good starting point. Speak english to them, don't be afraid.
Get a English Grammar book and read and review it. Read English books, newspapers, magazine and at the same try to increase your vocabulary with these activities. Watch movies, american t.v. programs and listen to the characters pronunciation. Listen to how you sound by reading out loud (maybe when you're alone). Other option, go to the library to get other resources to help with your English. These are things that you can do on your own. Otherwise, you can sign up for an adult English as ESL class or take an english or ESL courses at the local community college.

I think the best way to learn english fluently is to hang around with people who speak english very well. Reading also helps. It wouldn't matter if you read literature or what. Any book will do and exercise by reading it aloud.

Watch the BBC world news, or listen to the BBC World service, or BBC radio 4 on the internet, this way you wil at least be able to listen to well spoken clear English,Remember not many people here (in the UK) speak good englsh, they speak with very regional tones and abbreviations, the best English is the clearest English and BBC radio 4 or World service is probably your best bet

If you know how to read and write English then i would suggest you not to join any of the courses that they offer.
I think a best person to teach one, is himself. Try reading books. You can start with the newspaper.
About books, any book would do for learning English.

never try 2 join any english speaking course if u can read and understand english u can speak english just u have 2 stay in touch of english environment

Find someone that is patient, and talk to them in english without the fear of messing up.
Allow for constructive critcism, and continue to practice talking.

You will only become good at it if you practice.

Speak in front of a mirror for at least an hour daily. Don't hesitate to speak in front of your close friends. They will help and correct you.
