in the winter it needs to be mild not freezing

There are several area which do not get very cold in the winter tho none clasify as hot.
Victoria and the lower mainland is very mild with onlly occassional snow and perhasp a cold snap in Jan / Feb.
Creston, in the East Keetenays is also quite mild.
So to answer your question, there are no year long hot spots which is ONE OF THE THINGS that what makes Canada - THE BEST PLACE IN THE WORLD TO LIVE - the seasons!.

I'm currently in the southern part of Ontario, currently it's -11, given it's 3am. During the day it hovers around 0 to -4 recently. During this last summer we kept getting heat waves and warnings to stay indoors/avoid direct sunlight because of 30+ during peak hours. This is all in Celsius. For the most part, the weather is pretty decent, nothing ever extreme on cold or hot but occasionally there will be a week or two of really dumb weather

Victoria, BC has the mildest winters I think....but don't expect it to be really warm. Mild, meaning you'll still have to wear a jacket. I love the winter in Canada! Bundle up and enjoy the outdoors! :)

Toronto gets stinking hot in the summer and rarely freezing cold but can reach -30 C in february and the winters tend to be damp but most of the snow ends up in Buffalo, NY.

The Okanagan Valley is nice.

whole canada can be freezing during the winter, but the mildest, i guess is vancouver, british columbia...being closer to the pacific ocean...

i think in bc / victoria is the best place to be for the winter in canada..

i mean its still cold but not as cold :)
