Umm no. A "thug" is usually a punk in need of a serious attitude adjustment with no life but slangin' dope and holla-in' at the fly biTc#e$, commonly known as a "playa", a "hustla'" and my personal favorite, an "idiot". "street smarts" would be someone with common sense. Thank you and goodnight, don't forget to tip your waitress! I'm here all week.

They are not the same.
Having street smarts simply means you understand how social structures and norms work and you are able to make your way through life by dealing effectively with your environment. In other words, you know, or usually know the motivations of others and whether or not they are a threat to you.
Being a "thug" means you are out to achieve your goals through intimidation, outright thievery, or "working the system". Thugs are out for themselves and don't care what the societal costs are.
A priest can be street smart....a thug can't be a priest.

Having street smarts is having common sense. Being a thug is just the persona of a criminal who has street smarts and uses them to their illegal advantage.

Having street smarts is knowing what goes down out there & how to avoid trouble.
Being a thug is using those smarts to harrass or rob or intimidate others!

Thug is a crook. Street Smart is you grew up in a tough neighborhood does not mean you are dishonest or a crook

Having street smarts just means that you have been around long enough to know better ! There does not have to be any criminal element to having street smarts !

having "street smarts" means that you know your way around the street or how to handle a common situation when travelling around your neighborhood. a "thug" is usually referred to either a hired henchman or a street bully.
so they're completely two different terms.
