Who to enable Task Manager ?

I think the previous answerers have misunderstood the question. The user's problem is probably that he *cannot* access the Task Manager from the dialog that pops up when pressing Alt-Ctrl-Del.

This can happen if the Task Manager has been disabled - by some malware (most probably) or by the system administrator. See below for information how to enable it - but do be careful, because it involves editing the Registry.

I don't think you have fully explained the problem. Do you mean your computer has frozen? Ctrl+ALT+Del should being up the task manager. I don't know what version of windows you are using so I don't know about the folder options.
