simple and clean with pleasing colors, nothing too flashy, simple graphics, no animated gifs (they're annoying!), must be easy to navigate and well-written, easy to read, etc. And no banner ads or junk!

I think it is a balance of all the things you have mentioned but contents must lead the way. If it is something you have no interest in it is not going to retain your someones time on the site.
Having said that if the other enhancements are not at worse acceptable it may deter visitors from staying on the page or revisisting it even if thecontent is of interest.
It is hard to have a site that is so original that no other is available so it is important to try fo the best and advertise or market it as much as possible.

Mainly the web pages should be eye catching, easy to read and contain things that are a interest to you. Images also make a web page look better and it is always nice to be able to get to what you are looking for quicky without having to go through so many pages.

the most important thing is the layout and the strait to point style of presentation all graphics must pass across definite message and information about the products and services.
The navigational systems must be user friendly and also the colors must blend.
