The software you need is Macromedia Flash. The latest version is 8 and is now owned by Adobe. You can find a lot of great resources on the Adobe site, including tutorials, seminars, trial downloads, etc. to get you started. There is also kirupa, that has tutorials of all levels at:

You need FlashMX 2004.. or higher, or maybe lower...
The best way for you to get this software is download it in BearShare... Also with the tutorials... Everything is in BearShare...
