The concept of "human rights" is an ideal. It's a hope for a better world, and a goal of freedom and prosperity.

Sadly, many countries (including the US) are diminishing or removing such rights in favor of conformity and security. They are abandoning to dream to protect themselves against the bogey-man.

The penalty for any government doing this is a forfeiture of their position. Any elected official who violates the laws of their country, especially in such a terrible manner, should lose their office. Automatically upon conviction.

If you talk of Human rights to protect terrorists and separatists, then I think the very concept violates the requirement. Otherwise, if you go by generic meaning, punishment for such violations can be based only on the local laws.

So if someone robs a bank and you fine him. What do you think he's most likely probably gonna do again? In the end your just gonna say "well he should be put in jail" Your system only promotes more crime. Most of the time people don't commit crimes is because they fear punishment. You take away the fear element then there would be crime. I mean really ask yourself what would you do if you could do anything you ever wanted and not get caught or punished? You would probably do a lot of unacceptable things wouldn't you?
