A flea doesn't have the visual acuity to be able to discern the moon. It takes an eye of a certain minimum size to be able to do that, for reasons of optics and length of wavelength of visible light.

A flea is very small and its eye must be even smaller. When we use the eye to see something the eye acts like a funnel into which the light gets poured into. So all of the animals inclusive of humans have a conical field of view. Depending on the size of the eye - the radius of this conical field of view is increased so a flea could never see the moon for the simple enough reason that its field of vision is very less.

As far as the moon above, no. The little blood suckers are very nearsighted and have one track minds... Biting, getting filled, and breeding...
