Yes, but there's no point.
The SAT is used for students who have never been in college before. If you are already in a college or a university, and you want to change schools, you can go to the new school with your college transcript. You do not have to take the SAT.

Just look at the website for the school you want to go to and look for a link that has information for "transfer students".

Anyone can take the SAT.
The CollegeBoard always wants more money; it doesn't matter who takes their exam. Just register on www.collegeboard.com if you want to take the test.
