No action taken so far. It was only a lip-level talk and no concrete action will be taken. Now Congress coalition government has crossed 50% of the tenure and they will be busy in forming alliance, collecting money and working for the next election. No one in the government has time even to think to bring down the prices, give minimum amenities and good to the common people.
The remote possibility of this dream is only if a majority government stays in power at least for 5 full terms. If it is a coalition government, Karunanidihi and Lallu will ask their share in terms of money first and Chidambaram will find means to increase the taxes by another 50% of the total taxes now collect.

It is better to put the proposal in the bin now-.

In fact there are other important issues which need more attention than the one in question. Govt. will divert to this subject after fulfilling the current ones in progress.

gov. is not interested in this project , because if floods & droughts will not come then from where they can make money in the name of help .
