Well, it depends on how you view it. All embryos are female so far as the external genitals go. There is a genital bud which will become a penis or a clitoris, depending on if you are X or Y. When the Y kicks in and testosterone is produced, the bud elongates to become the penis and the skin folds increase to eventually become the scrotum for testicals. If the baby is a girl, the bud will develop into a clitoris, surrounded by the tissue folds which become the labial folds. The ovaries and testicals are the same basic organ, again responding to the hormonal influence that makes the final determination in what they will become. There are women with a rather larger than usual clitoris, usually as a result of the mother's higher testosterone levels, or a genetic variation of the normal. All of this is why female athletes are DNA tested, because there are girls among us who are genetic males. They did not develop into males because of a hormonal mixup in the prenatal development.
Strictly speaking, you could view the clitoris as similar to the penis. Both are wired with nerves in much the same way, and the stimulation is considered pleasant. But if you are a genetic female, having a penis was never an option, so it's not a mini penis. If you are a genetic male, but female in appearance, then I suppose it would be an undeveloped penis. Actually it's rather the other way around. Mammals are inherently female and only become male when the y chromosome is added at a particular developmental stage. The penis is in effect a large clitoris combined with the urethra.

No. although the human female is the purely specie of a sub-specie to have a body section purely for excitement; specifically the clitoris. different animals have clitorii (plural of clitoris? lol) even though it would serve yet another purpose.

i think it resembles a penis, but i dont think it is an actual mini male penis...i know that in hyenas, some females have a pseudopenis, which is actually just an extended clitoris that looks like a penis, so maybe you're right to some degree.

When we are developing in the uterus, the same organ can either become a clitoris or a penis. If stimulated by the xy chromosomal combination induced testosterone, it becomes a penis. Otherwise with xx chromosomal combination it becomes a clitoris.
As with all body parts some people have smaller ones and some have bigger ones.

The clitoris (Greek κλειτορίς) is a female sexual organ. In humans, the visible knob-like portion is located near the anterior junction of the labia minora, above the opening of the vagina. Unlike the homologous male organ (the penis), the clitoris does not contain the distal portion of the urethra and functions solely to induce sexual pleasure.

It is a very sensitive part of the female sex organ . It is true that it has almost the same sensations as that of penis in males .The size also differ from woman to woman.

Well, not functionally obviously. The clitoris houses the nerve endings and blood does rush to the clitorus during arousal and it can become larger like an erection. This is partially why most women can experience orgasm through clitoral stimulation, but may have trouble reaching orgasm through penetration alone.

haha yeah i have heard this too. its not an actual penis but if we were to be born a man then our clit would've been the penis.
