A big soft baby doll to carry around.
Anything that makes noise, or talks..
Puppets are great, they still believe that they are really talking to them at that age.
Picture books, storey books. Balls of a size that can be grabbed with both hands.
For the stocking, bubbles,[if you have a place for them that they will not ruin furniture or wood floors]. 2 year olds adore them.
A little red wagon to pull her up and down the street in.
Wonderful age, so easy to please them. Next year, she'll want every toy she sees on TV.
Merry Christmas to you and your little elf.

My daughter is 2. She wants anything that has a princess on it, baby dolls, and Care Bears. The great thing about 2 year olds is that no matter what you give them, they're going to love it. Just put a really big shiny bow on the box! :)

A PS3. You can take care of it for her until she's old enough to use it. I remember buying a train for my son when he was 2. I think he may have even got to play with it.

Books! Get simple book with pictures to teach her what the shapes are, things etc. Don't get a coloring book...just get plain white paper and have her draw things herself with crayons or color pencils.
