Harlingen is a fairly nice city with a good airport.

I would think it is better than Brownsville. The population is largely Hispanic, but the people are honest and hard-working and make good neighbors.

Many people in that area might opt for South Padre Island as a place to live, but I think it is a bit too touristy, plus it catches the worst part of any hurricanes that area might get. South Padre is a good place to visit, though.

Best bet is to look around and see what you like. The Rio Grande Valley is one of the poorer parts of Texas, but its economy is growing and the climate is very nice.
