im an actor and my agent says i cant get work because i never had my headshots when i went to auditions in the past.
she said she can try, but it feels like it's taking forever.
any ideas?

If you don't have a headshot, there's not much she can do for you.

Agent or not, your career is your responsibility. Keep track of what's going on in town - if there's something you want to audition for, ask your agent to submit you (again, she needs your headshot and resume to do that). Self-submit for everything you can.

Sometimes if your agent is pushing for you, and nothing is happening, getting a new photo will shake things up. If that's not it, talk to your agent about what YOU can do to help. Too many actors just sit there and wait, instead of taking steps to keep busy and give the agent something to talk about with producers.

Do a showcase. Take a class. Network. Audition for everything you find on your own.

You and your agent are a team - and communicating with her is key. It isn't her job to get you work - it's her job to work with you to find opportunities.

EVERYONE has a headshot! It's a requirement.

Geez -- get some headshots!

And broaden your arena. Be willing to do commercials and voice overs -- radio ads even.
