I think he has every right to ask this question. Maybe he has a daughter that he is trying to get information for. Who are we to judge him for it. Shame on you for being judemental.
As for you question, there is no difference in age. You can have girls start their period as young as 8 that I have heard of or really later in her teen years. Every young lady is different so this will not be the same for everyone.
Also your origin/country has nothing to do with the menstrual cycle.

The age of menarche varies slightly due to many factors, but the air is not one of them. If you really are interested in the matter, investigate it on your own through a proper web search. You are asking for personal information which you really have no right to. I don't know what the kick is, but shame on you.

It's partly genetic, but also influenced by general nutrition and new links have been found with exposure to plant fertilizers.
