I'm born right on a cusp also and consider myself a mix of both signs. A person born on the 21st can relate to both pisces and aries. All people born on the cusp are more flexible and talented and have a wider range of oppurtunites available to them, although its better to have a natal chart drawn up to make use of the good points they can expect to inherit from the two signs.

Since they're on the cusp the person could have some Pisces AND Aries traits. They need to know what time they were born to find out what Sun sign they are, but they'd still have some of both signs in their personality.

I was born on March 23rd and I am more like an Aries. I dont know if those 2 days make any difference or not.

It depends on the planets and the direction in which they rotate behind the moon. Some tilt on their axis with a wobble then others with a slider. Also the stars themselves must align with the polar dark matter and energy with reverse polarity.
