I don't know how they get there, but I know how to prevent it.I put bay leaves in my cupboards. I literally throw them all over my pantry shelves.Every three months I put new ones in there.I have'nt had any bugs in twelve years since I heard of this technique.Flour should be kept in the refrigerator to keep it from getting a stale, old taste.I'm not sure about dried milk.

You should not store milk in a cupboard. Milk needs to be stored at temperatures of at least 40 degrees, and should not be left at room temperature for more than 2 hrs. If you are considering keeping milk out you may want to try a shelf stable milk, such as parmalant. But even with this product once opened you will need to refrigerate, but at least they sell them in juice box sizes, where you can use one and still leave the remaining in the pack closed. "This is real dairy milk which is processed at ultra high temperature (UHT) to extend its shelf life to six months, without the aid of preservatives and without losing any natural goodness or great taste. Once opened it should be refrigerated and used within four days. Available in Full Cream, 2% Low Fat and Fat Free."

They are called weevils. The eggs are in the grain(wheat, corn, and rice) and if the flour, cornmeal, or other product like bisquick or pancake mix that contains flour is stored in a pantry where it is warm they hatch. The best way to avoid this is to store these products in your fridg or freezer. For bags of rice put in the freezer for the first 24 to 48 hours then can be stored in the pantry or cabinet.

Don't know. But if you put a bay leaf in the bags or box's you wont get them. And it don't change the flavor of what you put them in.
