Rock-A-Doodle (1991)
The rooster on the farm, Chanticleer, has to sing every morning for the sun to rise. One morning, he is stopped from singing and the other animals discover that he's a phony - the sun rises anyway. He becomes an outcast and runs away to the city. However, the animals discover that this was a mistake, because the sun stops coming up and rain, which causes a flood, begins instead. A few of the animals decide to go into town to find Chanticleer and ask him to come back. And they have to hurry, because the horrible owls, who love the darkness, are coming.

The rooster with the guitar could have been from Disney's Robin Hood, a part that was brilliantly played (and sung) by the great Roger Miller. I don't remember there being mice in a dresser. Also, Rock-a-doodle had a rooster with a guitar but there again I don't recall mice. Perhaps you have two different movies mixed up?

I think you are talking about the movie Rock-A-Doole
During a fierce thunderstorm, a mother tries to comfort her frightened young son, Edmond, by reading him the story of Rock-a-Doodle, about a big ol' singing rooster named Chanticleer who oversleeps and fails to wake the farm before the sun rises. When the other farm animals tease and laugh at him, Chanticleer's feelings get hurt so he packs his belongings and heads for the nearest metropolis, where he becomes a famous rock star. But it seems he also took the sun with him so the farm animals, with a little help from Edmond, hit the road to bring Chanticleer and the sun back home

I think it is Rock a doodle. it starts off as a movie with real people, then it goes into a cartoon. the little boy turns into a cat. and all the animals on his farm help him. the rooster, chanteclear (i think thats how you spell it), is like a rock star. i loved that movie when i was a kid

You might be thinking of the rooster from Disney's Robin Hood, combined with the Secret of NIMH.

I think it might be Foghorn Leghorn too. He's the only southern sounding singing rooster I know of!
